ARC programs are funded through a grant from the U.S. Agency for International Development. The current focus of ARC's efforts in the Russian Far East is expansive business training, with special emphasis to develop and sustain small and medium enterprises. ARC’s comprehensive and skills-based training is designed to provide clients with functional practical business and technical management capabilities.

From 1993-2003, ARC and its affiliate centers conducted over 1500 intensive business training courses and train-the-trainer programs through U.S.-based and international training, which have reached more than 47,000 entrepreneurs, professionals and government officials.

Many of ARC's affiliate centers receive grant assistance from ARC in conducting additional pilot projects aimed primarily at the small and medium business community.

ARC also operates a student exchange program in cooperation with the Far Eastern State Transport University (FESTU) in Khabarovsk. FESTU students complete joint business degrees at FESTU and the University of Alaska Anchorage (UAA). In return, UAA students have the opportunity to participate in a personalized intensive Russian language study and cultural immersion program at FESTU.

In addition, ARC plays a principal role in the selection process for a UA Foundation Scholarship, funded by Jim Bowers.
