ARC provides additional support for its affiliate centers through two separate forms of grant programs - pilot projects and directed grants - through funding from the U.S. Agency for International Development.

Pilot Projects

A select number of pilot project grants are awarded to affiliate centers. ARC proposes a general direction for projects and sets a maximum award amount. Using these base guidelines, an affiliate center analyzes an area in its region that would benefit from a specific project under the general direction specified and prepares a detailed proposal and budget for ARC to review, with the assistance of an ARC Program Officer. Pilot project grants are competitive. Past projects have included a women's business center in Khabarovsk, the development of an informational environment for small business on Kamchatka and a program on financial mechanisms of business support.

Directed Grants

Under directed grants, ARC gives specific guidelines for a necessary program and sets the budget limit. Directed grants are offered to each affiliate center and may be awarded to any number of centers who can create and implement the proposed program. Directed grants are not competitive. Past directed grants have included a media project completed at the affiliate center "Prognoz" in Blagoveschensk.
